As Bullet1747 said above, really. Just give the FEO a ring to be on the safe side, and that way you'll know for sure whether the land has been cleared for .17 HMR use or not.

It won't hurt to tell the landowner what you intend to do, either. After all, it is his land, so it's more of a courtesy thing than anything else.

Don't speak to your FEO, just ask HQ what the land is cleared for if it is on record as .223 just put in the variation for the addition of the HMR, with you good reason as to why you want it in ADDITION to the .22.

Ok so I dislike HMR and think its a nothing gun against the smaller centrefires and its too close to the .22 lr for the now fairly expensive ammo, but this is how I personally think you should play it if you want a .17 HMR

.22 lr and .17hmr are both classed as rimfires by my force, if it's passed for one it's passed for the other. Just give a good reason why you need one and put in for it.

It might be in your area but not in all, that the big issue in licencing each area makes up its own rules were no actual law exists. Once its on your ticket however all of a sudden it becomes a non law law if you get my point
