are these legal?

cannot see any reason why they would not be, only limit I`ve ever seen is wattage of bulb, these are only 48w total and if wired through a relay to only operate on dip there`s no dazzling issue (sheep and other animals on the road at night don`t count)

I would suggest NOT if the vehicle is moving on a Public Road.

why?

My spotlights on the Discovery are wired through a seperate relay so they come on with the high beam but a switch has to be pressed in on the dash below the fog light switch for them to come on if you can understand that. The switch is left pressed in so they're on for those forgetful dippers coming towards me but they can be isolated if needed.
