when anyone sells a vehicle does the person buying it have to show the seller some sort of ID such as a utility bill or something to prove that they are who they say they are so that the name and address of the person actully is who they say they are and there is some sort of genuine address that the vehicle is going to ?

There's nothing in law that says they must do so. However I'd always insist on some sort of ID for filling in the V5, which, as LG says, YOU are legally responsible for completing and sending to DVLA. They only get the 'new keeper green slip'

when you hand them the green slip make sure YOU fill it in with their details and fill in the log book obviously with the same details and I always ask for id to check the details, the last time I didn't do this an automatic £80.00 fine dropped through my door for not taxing it
