Really strange problem with 22 month lab

I have a bit of a problem with my young dog that I would appreciate some advice with, it's a strange one!

 

When he was young, trying to be a responsible dog owner, I encouraged him to go in the gutter when he wanted a pooh. I obviously still pick it up but in our village there are lots of complaints about dog mess on the pavements.

 

He has remembered this but the problem is that when he wants to go, he wants to go! He walks fine on the lead but when he decides it's pooh time he nearly wrenches my arm off as he bolts to the gutter. This could be dangerous on a busy road, especially if cars are coming.

 

I'm not sure how to combat this other than pulling him back to the pavement each time so he begins to learn that doing it on the pavement is ok. Any other solution do you think?

As you say a tricky one.

 

When you are taking him on the dump walk make the route so that he dog is always on the inside and not next to the road. Keep him tight to your side and if he tries to get to the gutter use your thigh to push him back. Once he's done it on the pavement a few times he will become habitual in that.
