A very disturbing predicament here. This downward spiral has been allowed or sponsored to to continue for far too long to such a point as to be probably beyond recovery? Absolutely Vince. Councils have already had plenty of failures along these lines in every city it has been tried yet they still continue, not caring who funds the revenue streams.
