It's being done as we speak. I know of eight 'close' shooters using recycled shot. Their scores are going up because the lead now knows its way.
Seriously, it's sold for 80p a kilo at grounds that are scooping it up. After cleaning, the deformed pellets have bigger interstices and are 'bulked out'; a 24 gram load takes up roughly the volume of 28gram of factory shot. And it's going by the tonne!
