This was not an airgun, It was a powder cartridge gun which fired dustshot. I thought at the time that it seemed to be the ideal gun for short range rats. What a load of **** thatgun turned out to be. I doubt it would kill a rat at five feet!, On test the pellets would not even dent a washing-up liquid bottle at ten feet away. and the price of the cartridges were phenomenal. There were some really poor cartridges on the market a few years ago, as you say, filled with almost a kind of dust, which were useless. This sounds like what you must have had. I am paying about £6 for 50 which is only just slightly more than 12 gauge shot. The idea of it not puncturing a plastic bottle is that it is safe to use at close quarters in buildings without causing damage / injuring you. There are different shot sizes available, 7 1/2 shot and 10 shot being the most common. I have killed rats at 20ft with them, and brought down pigeons flying over the barn roof. The gun was an Investarm, a French maker I think, and at the time those were the only cartridges availlable. I dont see those guns advertised these days.
