Go and see someone who knows what they're talking about, and don't be listening to some old boy standing on your shoulder (unless he's a proven shot, and a decent coach).

Just as a matter of interest how long have you been shooting? How's your gun mount, and is it consistent?

Have you used a pattern plate to see where it's shooting?

I have one of these and there are three different sets of shims available. You may be shooting over the top but what you need to ascertain is the reason why.

Lots of people think that shooting over the top means that the comb of the gun is too high so ,if they're able to, they lower it. Shooting over the top is very often the result of a gun having a comb which is too low which causes the head to lift off the stock to look for the target ,the barrels rise and the result is a miss over the top.

You don't say which shims you have got in the gun but my advice would be to raise the stock as high as you can and then see what happens.

If this doesn't help then go down the route that the previous respondent advises.
