A known fact. Really? Based on what.

Their own sales literature

Soft Point (SP) bullets are standard bullets designed to provide valuable and controlled expansion when penetrating.

This is accomplished by the soft lead exposed in the nose, which initiates expansion and by the progressively tapered jacket in its ogival part, which provides uniform mushrooming and good penetration.

Its been known for a very long time that European and American bullet makers have had different views on how bullets should perform. Part of this is due to the Americans marketing so heavily on high levels of expansion as a selling point. The variety of branded systems gives a good indication of this.

The European bullet makers are more restrained and take a more balanced view. They don't see excessive expansion, beyond the optimum desired level, as being worth the loss of penetration. This will probably be found across the board with Lapua, Norma, S&B Geco etc sharing the same principles.
