Any Ideas to what this is

i assume that inside the drum is a spring which you wind up it then slowly rotates the governor can then be adjusted for speed but to do what (old'un did they have wind up regulators) ?

I have not seen your particular governor but I knew someone who used to rebuild old steam engines (bit of a Fred Dibnah) I remember seeing one strapped to the side of an old engine and asked what it did, I got an in-depth lecture on steam engines.

 

The large steel round drum takes the drive belt from the main flywheel and as the throttle is opened the governor increases speed and moves the shaft up the spindle which opens the steam valve, if that makes any sense.

 

not sure why yours has an handle? might be to get the thing turning over. are you sure there is a spring inside?
