Otter?

Just took the dog for a walk along the river and lying on the bank there was a decent size (3-4lb) sea trout, recently dead by the look of it, but with no head. The rest of it was in perfect nick but the head had been chewed off, not cut.  My first thought was otter. Is there anything else that would do that?

I think its an otter, there's plenty of anecdotal evidence to suggest they start with the head and work their way down. I remember finding a codling minus the head by an otter holt. wonder if you disturbed it before it had finished its meal ?
