Apparently, its a popular target.

'Images provided to the BBC show one target of Ms Begum with tens of bullet holes in it.'

Its apparantly illegal to use the human form as a target for some obscure reason. Perhaps somebody could clarify why?

I only learnt of this recently and found it fascinating, apparently a similar story in Vietnam too.

Meanwhile it looks like the ISIS poster girl is now on the run, typical media cycle of turning villain into victim...

I remember once years ago on a military range where the MOD range officer ranted to a club member picking up one of those targets about the club being excluded permanently if found using one of those targets?

Seems it was ok for 50 cadets with SA 80's to pepper them?

But of course, these days, from Brexit, to the South China Sea, to ferry companies, to citizenship obligations,  as long as it plays well in the meeja and makes a good headline nobody in government apparently cares about the long-term negative consequences that will almost certainly follow from their grandstanding short term actions. It's like watching people playing paintball on a live battlefield. 

 

Sadly to think that anyone in government is intelligent or caring enough to consider the future is a bit far fetched IMO.
