You focus the Reticle with the wheel on the underside of the Pard and focus the image with the pa.  You need a scope that will px down to 10 yards or so, what have you got it on the scope is key to its performance they are a very good unit.

Also your 6x start mag is a little high for the Pard. 

See if you can try it on some other scopes and see if there's improvement.

I also use my PARD 007 on other scopes, and was surprised to see that it also worked on non parallax scopes,albeit that the reticule wasn't crystal clear, but good enougn to pinpoint a fox sized target.

No idea, probably the lens coatings, a low start mag helps too 4 x or less.
I tried mine on my 10-50x 60 mag Falcon , just doesnt work very well at all.
Put it on an old 3-9x 44 BSA , lovely image, or 4-12 x44 MTC , nearly as good.

Vortex scopes are pretty poor with night vision. Hawke Airmax, Sidewinder and MTC , etc are good, but the vantage is an exception as its not very good with NV.
