If I ( having online banking ) want to transfer money to someone who doesn’t have online banking, do I need anything other than their name, sort code and account number, to do so?

Or can I not do it?

It shouldn't be an issue to send to someone who isn't registered for online banking. 

You do need the name now - to reduce 'invoice spoofing' if the name on the account doesn't match then the transfer will probably fail, it's called 'confirmation of payee'.

Unless it's changed very recently, I've paid people and they've paid me, I didn't know their name and they didn't know mine?

If they're existing payees then it's different. But for new payees the new rules apply - I believe there is a minimum sum, under which it might not always apply, but not sure
