I think that is just what you can or can't do when trapping but you would need another license to go with it. So it could be used along with the gl for crow after you have done all that is needed for that but you couldn't trap magpies as there isn't a gl for them yet

I am no legal eagle, but I read it like bluesj. I believe as the title suggests, its the `Standard Licence Conditions`; ie; what you can, cannot do etc. It must only be used in conjunction with the licence for a particular specie, when they are published. The GL for Crows has been rolled out, however you need to take note that this version only allows Crows to be taken where they pose a danger to livestock.
