Thousands of plants at the cotyledon stage look very similar. 

The good news is that these are not Japanese knotweed seedlings. The bad news is that the plant in the background as others have pointed out looks like the dreaded JK growing from a rhizome.

what's JK Jdog? Definitely looks like HB in the corner, we get it on our river bank, i go along ripping it out a couple of times a year, this is stopping it moving into my garden, but it still grows back.
