You may not be far off, as from the bits of info I have found on these cartridges they are packed to the top (68mm long) with slow burning high gas producing powder.

Love the footwear and shorts, yep, the bit of paper put in the bottom is apparently blotting paper soaked in saltpetre solution and left to dry, can understand that as its one of the elements that makeup gunpowder, the 12g cartridge is full of slow burning (relatively) high gas powder, seen black powder mentioned on a few US websites, also a cocktail mix of cordite?, smokeless, and black powder.
