black powder and substitutes

im reading here that the conversion  for black powder substitutes is done by volume so this page claims  adjustments are needed.the first to adjust  ,for example, 100 grains of goex  weighing 85 grains  and 100 grains 777 weighing  73.3grains  . You then take the 15% OFF the 73,3 grains???????.  Seems odd to me.
