A gas ram gun doesnt need any other bits , instead of cocking a spring , you compress the gas, an Alecto can take 1,2 or 3 pumps, for differing power output.

But CO2 repeating pistols are a lot more fun.

If its a full power pistol he is after without co2 or pcp /bottles etc .

As said above a webley electo /zoraki 

Is a good choice .though they have a very tight grip and only suit small hands 

Much cheaper and every bit as good is a crosman 1377 or 1322  pump up pistol 

10 easy pumps will get you around 5 fpe in either  cal  .

If its low power and wanting a accurate gun, try a gamo compact, or what ive got but without the fancy grip the pr45. Both cheap. If you want powerful but very low to non existent recoil get the crossman pumps. You want something chunky and feels 'proper' bsa 240 magnum or hw45, or more old school the webley tempest. All mentioned above.
