Introduction of legal limit air guns

Does anyone know when the legislation was introduced that created the ‘legal limit ‘ of 6ft ib for air pistols and 12 for air rifle?

1969 Dangerous Air Weapon rules after the 1968 Firearms Act in those days until the late 1990's, (from memory) Co2 pistols / rifles were on ticket.

 

Germany (West at the the time !)  brought in the 7.5 joule limit in 1975 as a result of the activities of the Baader Meinhoff gang - google it for a history lesson if you don't know.

In 1972 I obtained a FAC for a Sheridan pump up pneumatic .20 cal.  
I have no idea when they became available ‘off ticket’. Does anyone know? Mine certainly did over 12 ft lbs. Maybe later on they had a different valve system fitted?
