As above had a grass seed problem once with a dog but also it may be a small 'mite' which gets under the skin and causes irritation. I had this on my labrador and he licked his front paws raw before we found out why.  The vet gave us some stuff to mix in warm water and stood him in it for twenty minutes at a time and this killed off the 'bugs'.

Hibiscrub supposed to be good for that. 
 

I give my dog an anti histamine of he’s run through a load of nettles etc 👍🏻
