Personally I would use resin on the top. Total Boat or Entropy. It would look cracking. Build a mold around the edges and pour in the resin, it will find its own level then a quick run over with a blowtorch to remove the air bubbles and that would look outstanding. Also a lot tougher than varnish and longer lasting.

Yes a nice colour resin will make it realy stand out , or even better a few different  mixed slightly  you give streaks of different  colours

I find the powder pigment works best for good streaking effects. The liquid pigments look ok at first but have a habit of blending together during the curing period and you end up with just one colour, usually a very dark colour. Project ruined.
