CaptC
Measures nearly 5” long. No magnifying lens just a horizontal reticule with a circle ⭕️ The two bars are set back from the circle ⭕️ Underneath is a 10 mm mount. Looks like a rifle foresight? Thanks
stoggieman
Could be a small bore front match sight used for competition shooting . I had one very much like this fitted onto my Walther kkm match rifle many years ago
Gunman
Some sort or part of a set of target sights .

It came from a house clearance and the deceased shot at Bisley Just now, Gunman said: Some sort or part of a set of target sights . Thanks - confirming stoggieman and myself. Gunman
The term " tube sight " has come to mind . The piece shown would be the front part the rear consisting of a pep aperture and Vernier adjusters .
CaptC
Thank you Gunman, I have seen similar in old photos of Bisley Ranges

Hector Vector
I think you'll find it's a Tucker tube foresight. Designed by Andrew Tucker who was one of the best target rifle shots of his day. Shame you don't have the rear sight to go with it...
