Why these cartridges

I have hundreds of cartridges from my long gone uncles cabinets. He was an ex FC game ranger. Amongst other things I have a slab of Eley Grand Prix in paper labled Forestry Commission. 1 1/8 oz number 4 shot. Just what might they have been used for? Fox? But he had half a dozen CF rifles as well. Dray bashing? Seems over kill for squirrels.

Back in the old days there were folk who "Allwus used 4s for pigeons...". But IMHO the reason is for rabbits. To stop damage to young "quicks" and, yes, maybe for foxes and certainly dreys. Marked in Foresty Commission cases I'd guess to stop the employees saying they'd used x many this week whereas in fact they were selling them to local farmers and estates?
