I found this which may be helpful:

Firearms Act 1968, 1968 Chapter 7

General restrictions on possession and handling of firearms and ammunition

3. Business and other transactions with firearms and ammunition

(1) A person commits an offence if, by way of trade or business, he—

(a) manufactures, sells, transfers, repairs, tests or proves any firearm or ammunition to which section 1 of this Act applies, or a shot gun; or

(b) exposes for sale or transfer, or has in his possession for sale, transfer, repair, test or proof any such firearm or ammunition, or a shot gun, without being registered under this Act as a firearms dealer.

(2) It is an offence for a person to sell or transfer to any other person in the United Kingdom, other than a registered firearms dealer, any firearm or ammunition to which section 1 of this Act applies, or a shot gun, unless that other produces a firearm certificate authorising him to purchase or acquire it or, as the case may be, his shot gun certificate, or shows that he is by virtue of this Act entitled to purchase or acquire it without holding a certificate.

(3) It is an offence for a person to undertake the repair, test or proof of a firearm or ammunition to which section 1 of this Act applies, or of a shot gun, for any other person in the United Kingdom other than a registered firearms dealer as such, unless that other produces or causes to be produced a firearm certificate authorising him to have possession of the firearm or ammunition or, as the case may be, his shot gun certificate, or shows that he is by virtue of this Act entitled to have possession of it without holding a certificate.

Essentially you can sell but must be an RFD if this is selling "by way of trade or business". A private sale would not be caught by this. The other provisions mean that you still have to have a suitable certificate yourself and your buyer needs to have a suitable certificate as well. This is further confirmed by Section 5.18 Home Office Guide on Firearms Licensing Law:

"5.18 Persons who dispose of firearms or ammunition otherwise than by way of trade and business need not register, but all persons, including dealers, must observe the provisions of the Act regarding:

a) persons to whom firearms and ammunition may be sold or transferred (section 3(2) of
the 1968 Act and section 5(2) of the 1988 Act) namely;

1) a person producing a firearm certificate authorising them to acquire that firearm or section 1 ammunition;

2) a registered firearms dealer;

3) in the case of a shotgun, a person with a current shotgun certificate or a firearm certificate holder who possesses a section 1 shotgun;

4) in the case of section 2 (shotgun) ammunition, someone who produces another person’s valid shotgun certificate, together with written authority from the certificate holder to allow them to purchase or acquire the ammunition;

5) someone who shows that by virtue of the Act they are entitled to purchase or acquire the firearm or ammunition without a certificate.

b) instructions in firearm and shotgun certificates and notification to the chief officer of police of the sale etc. of a firearm or shotgun to a person who is neither a firearms dealer nor otherwise exempt from holding a certificate (section 32(2)(b), 33(2) and (3) of the 1997 Act).

I'm not a lawyer but that's what the law and guidance seems to state.........

The main issue here is this bit.

Otherwise, it would be illegal to sell any firearm you own to another person, unless you were an RFD ?
Clearly this isnt the case.

Which is confirmed by this part.

Basically , as long as you dont have a business selling reloads, and they are essentially sold as 2nd hand goods in a private sale, its perfectly legal.

The rest of it is fairly obvious, you need to check they are licenced , and have the adequate amount linits and calibres for what you are selling to them.
Like I said , if someone trusts you enough to buy their reloads, crack on.
