Isn’t it the lock that keeps the screwdriver from flicking in. 
obviously depending on what model. 
 

I have a couple of older ones I will check in a bit. 
 

Did send it back for repair at any point?

I have had parts replaced and they have been a slightly different colour as yours is. 

 

edit - I have just checked my supertool and I have exactly the same. The lock is on the other side

If you place a thread, or a small telephone type wire in the 'notch', your thumb will trap said thread/wire in the notch and sit nicely in the adjacent curve, allowing you to either cut the thread or strip the telephone wire,,,, or both 🤓🫣

thank you that sounds sensible i have another tool (flat screwdriver) on the tool with the same notch......you need strong fingernails to lever it out.....rekon my tool is 30 or so years old

I also have the same on both of my older ones. 
the newer ones have a completely redesigned Phillips screwdriver 

 

when my discontinued tool came back after I broke the file (using it to open something that actually required a T Key) it also came with a note with ‘oil the joints’ highlighted in bright pink. 
Obviously they had done this for me on repair and as such it will be fine for another 20 years now!

It's not fair... whatever it is for I  aint got one.  What model of Weatherman is that.?  I  have a wave which I bought about 20 years ago and it is not like that in the pictures. The screwdriver blade part isn't a sort of right angle like that one in your pictures. It is a gentle curve to the blade base point where the swivel point rotates.

Edit.   Now that you've got me looking at my Leatherman I notice that the wire striper appears to be a big V shape at the base of the bottle/can opener.  And there isn't a groove at the base of the screwdriver blade either.

Second edit.  That is definitely different to my wave.  My wave is highly polished and all the tool pivots are security Torx.  I used to carry it on my belt but when the knife carry law came out and it became illegal to carry it without Reasonable reason I  stopped carrying it because of the risk of getting caught with it,,, eg in the shop getting a newspaper or something. A local gunshop used to sell small bullet knives and a customer who had bought one happened to be in a pub where some sort of disturbance took place.  Plod was called and everyone in the pub was searched..?? Now the bloke wasn't involved in the frey but they found this little knife in his pocket and he was arrested and charged with being in a public place with an edged weapon.!!  Result found guilty and they revoked both his sgc and fac tickets.

its one of the first design ones....if you lock on Multi tool website ...you will see the excact same tool.......Leatherman came into production ....i believe 37 years ago
