AdamC
They will grant a cert with different conditions. When I applied for mine, I planned to keep the gun in my dads cabinet. The FEO was fine with this, and I asked what was involved if I decided to get my own cabinet and keep it here. He said just give him a call to arrange for an inspection and he would sort it out from there. I had my license for a few months a did nothing. When I had the money to get myself sorted out I bought a cabinet and gave him a call. A week later he had been and I had the gun. My FEO is really nice chap and see him at my local shoot. He alway says hello and shakes my hand.
