GL41 states: This licence allows an ‘authorised person’ to carry out activities in relation to certain species of ‘wild birds’, the ‘permitted target species’, for the purposes of preserving public health or public safety. However, it only mentions 'slips and falls' and 'spread of disease'. Does 'safety' only include 'slips and falls' or are attacks, if they don't lead to a slip or fall, included in the definition of safety?
