I'd be tempted to work on the principle of having 6 foot sections, 3 of them which bolt together. I'd develop a 'base' for the top of the first section which would allow you to put the third section directly on top. You would then have 2 heights, 12' and 18'. The proper base to the whole thing could be 2 lengths of box or equal angle of larger section, bolted to the legs of the first 6' and drilled to take steel pegs to anchor it.
