Replacing fibre sections in sound mod

Does anyone know how to/what to replace the fibre wadding in a sound mod? Its coming loose and obstructing the tube, not sure the make of mod tho as its second hand! Will it make a difference if i remove it and dont replace? Any advise would be bob on, cheers -
