It is likely to be attacking its reflection believing it to be an intruder on its territory. Make a good hide and put a crow deek out about fifty yards away then place a plastic drum or branch half way between your hide and the decoy. The crow will use the drum or branch as a perch to caw at the intruder and while it has its back to you and concentrating on the deek you can get a shot in.
