No. The only time it would be different is if the firearm is a muzzle loader and neither of them are.

 

Edited to add: You were not clear whether you mean by firearm licensing or a particular shooting range. Some ranges will allow reduced load rounds,but far as licensing is concerned 303 is 303 and 45/70 is 45/70 no matter what propellant you choose to use.

This may well be a daft question..

 

Can you apply for a 303, 45/70 caliber for example but for use only with black powder.

 

As the full monty version is not cleared at a particular range.

If it's just a matter of muzzle energy then you can download the ammo with reduced charges of smokeless powder. If you were going to load ammo with black then you'd need the necessary licence to acquire and keep it.

 

However, you might have problems getting authority for something like a .303 if you don't have access to a range suitable for it's full charge ammo.
