Because? Seems likely if the gun was being lent under section 11(5) ("borrow a shot gun from the occupier of private premises and use it on those premises in the occupier's presence"). But if the gun was being lent under section 11(6) ("use a shot gun at a time and place approved for shooting at artificial targets by the chief officer of police") then there's no supervision requirement in the Firearms Act.

There's a weight inside the action which is nudged by the recoil from the first shot, and sets up the trigger mechanism to fire the second barrel. Sounds like your problem is just that the movement of the weight is a bit stiff. The shop should be able to fix it easily.
