I may be missing something here but can't work out who to write cheque out to for sgc application. Also can the cheque be from a parents account?

This will have been posted before, but I have searched already and can't find the answer before people tell me to search. what is the age that you can legally buy a shotgun and carts? Answers i have seen range from 17-21, i thought it was 17 but i can't find any agreeing sources.
