This rifle was made by Tikkakoshi prior to Sako buying them out and changing the name to Tikka.Sako bought Tikkakoshi in 1983 so this will be prior to that, probably 1978 (ish) so it's circa 40 to 45 years old (not 5 as you said @db58).
The later versions (after 1982) featured a large plastic ball end on the bolt.
It's a well made rifle, the problem with a .22-250 is that they are a hot round so often the throat is burnt out - this one may not be but i'd reccommend it's borescoped to check.
They also have a 1:12 (early versions were 1:14) twist rate so would struggle with non lead bullets over 45gr, possibly 40gr.
50 and 55gr lead projectiles would be fine.Like all .22-250's, in good condition, this would be a really good, flat shooting foxing rifle.
