It is a gum that is placed between the two pieces of glass and warmed in a water bath to melt it whereupon the two lenses slip together with a completely invisible layer of Gum Arabic between them. When it is cooled it hardens and holds the lenses completely solid. Sometimes this film gets heated up to the point where it can start to melt, (which is why you shouldn’t leave an old scope out in the hot sun) and it becomes opaque.
