Such is the beauty of living in a democracy and knowing a wee thing or two about training a retriever - no refusals; you pays yer money and takes yer chances along with everyone else who felt confident at entering their dog. You know we overcome quarantine regs all the time here to import many German dogs etc. have done for years. Don't think there'd be any great need to import gundogs unless they were what you mightn't have had in the first place - Chessies for example, or Boykins or any of the German breeds. And maybe a kooikerhondje or two The reverse course you're portraying is very accurate for spaniels, especially - most US trial dogs are only a generation or two removed from import, some of them straight off BA. Importations have to occur when dealing with many non uk breeds, otherwise we would have little or no new blood.
