Talk to BASC, They list places for rifle shooting. Sealand is usually booked by clubs like the phoenix and you can join Valley Arms gun club £100 per year and get 6 or so range days.

There are private clubs as at Anderton. There is Calton Moor range at Leek - which rents its tunnels (100yds no wind) for £10 per hour - I was there recently.

Google Calton Moor Range and you'll get the detaisl.

you'll get a condition for target shooting only !!! Expensive way to burn powder

 

one needs to assume he doesn't just fancy getting one, If he does he will need to go through his full club probationary period and remain a member to keep his ticket. Owning a deer rifle for day stalking practice and zeroing is always an issue
