Crime and punishment

Over this last week or so I have watched a couple of fly on the wall programs about the police.

One such program covered the increasing violence police face, a WPC was moving some lads on who were being a bit unruly (drunk) when one of the lads run-up from behind her and smashed his mobile into her head, causing a large gash and the force of the blow fractured her skull, she spent 16 weeks off work recovering and is still suffering mentally from the unprovoked attack.

The attacker received a 9 month suspended sentence and fine, what planet are these judges living on? He could have killed her (attempted murder in my eyes) I remember when an attack on a police officer would mean a spell behind bars.

 

The second incident involved a 30 minute police chase and a number of damaged police cars, no one was injured.

The offender received a 14 months prison sentence, he was already banned from driving, had no insurance or driving licence.

The sentencing above does not make sense to me, who guides these judges in what crimes deserve a custodial sentence? Attempted murder of a WPC or damage to police cars?
