Now am I correct in thinking a pest bird does not have to be doing damage to what you aim to protect when it is about to be shot. What I am asking is - a crow cannot be shot to protect food crops, but can be to protect livestock. So if someone is out shooting pigeons to protect crops and a crow flies over, can they shoot it ?
