Beretta 303 recoil spring

I have a 20 gauge 303 that will not cycle.   I cleaned it thoroughly and replaced the recoil spring and tube...and it still won't cycle.   I am using high base 2 3/4 and 3 inch shells but it will not kick the bolt back.  The gun fires but simply won't cycle.   Is there another common problem with this model that i am missing??  What else could cause this?

Yes the ports have been cleaned in the barrel.   I didn't feel any hangups in the trigger/bolt action when i reset it by hand but i will certainly check that again and for any defects.  thanks.
