General Licences in Scotland

Thanks for this. There doesn't appear to be anything new here other than the line "No person convicted of any wildlife crime after 1st April 2008 will be able to shoot or otherwise kill those pest species under the general licence."

Presumably, if one was convicted of a wildlife crime, one's SGC would be taken away anyway?

All three of the points are new. The first two bring the Scottish situation more in line with England and Wales. Conviction for a wildlife crime would not necessarily mean the loss of SGC. A friend of mine was convicted of poisoning buzzards and fined over £2000 but never lost his SGC or FAC. But a conviction like that, after April, would mean that he could not control pest species under the General Licences (although, technically, he could apply for a specific licence.)
