The boring answer is the NAO only place "selected" goods in their baskets to produce the RPI (retail prices index) which is used to judge inflation. This is a virtual shopping basket which has "kinds of things" in it, on which they watch the price to give an idea of how things are changing.

 

They only just got around to removing some very outdated stuff, and it seems like most government departments will never actually select anything much which gives a real picture of the stuff we all buy.
