It was a name used by a mail order company Hubbard,Spencer, Bartlett and Co based in Mitchegan many years ago. they sold a lot of hardware and the like. The guns were made for them ( or imported) by Crescent Gun Co of NY who sold out to Stevens in 1932. The name is very close to that of the Spencer Arms Co, a well known and reputable company. It was a common trick used by mail order companies to give things a name similar to a well known brand. The problem is a lot of them had laminate barrels and if so must be regarded as unsafe with modern cartridges and that aspect is very important to get checked out properly. You are going to have to get the proof marks checked out whatever because it doesn't appear to have been ever sold over here. An interesting gun but not worth much.
