No, it means you have 30 minutes adjustment. That is 15 mins either side of zero. 1 minute is roughly 1 inch at 100 yds, 2 inches at 200 yds ....... So 15 mins will give you 45 inches of windage at 300 yds. Should be more than enough.

Think logically you are only able to measure a angle or part of a circle of 360 degrees each degree contains 60 minutes ' and each minute contains 60 " just like a clock

 

Therefore you can use trig to calculate the value at any distance of i-15 minutes of arc

If the symbol is a ' after a number it would usually indicate feet though.... Not sure what the symbol is for MOA...

 

EDIT - the sign for minutes is infact also - ' ....and also " apparently...

' = minutes of arc

" = seconds of arc

 

There are 60 seconds of arc (") in one minute of arc ('), and 60 minutes of arc in one degree.
