Steel and Choke size

Am I right in my understanding that choke sizes are a % reduction in the actual bore measurement so a 1/2 choke on say a 12 gauge underbored gun will be a different diamiter than a 1/2 choke on a overboard gun

If so then how can you say steel shot can be used up to half choke when it's not a fixed measurement

The difference between a "standard" bored and an over-bored barrel is be minimal.

As soon as the shot leaves the cartridge it expands to fit the barrel whatever size it is. Increased choke - beyond 1/2 choke - compresses a material which doesn't compress very well, unlike lead shot.
