As far as I am aware no license is needed to buy any components other than black powder and expanding bullets. As far as I am aware if the op needs a primer to reload ammunition he or she is entitled to have in their possesion it matters not what type it is. U. deershooter Posted July 22, 2014 Report Share Posted July 22, 2014 (edited) Underdog taken from the new guidance to the police2014 Primers 5.16 The Violent Crime Reduction Act 2006 introduced controls on the purchase and sale of cap-type primers designed for use in metallic ammunition for a firearm, including empty cartridge cases incorporating such a primer. Section 35 of the 2006 Act makes it an offence to sell these items unless the purchaser: a) is a registered dealer; sells by way of any trade or business either primers or empty cartridge cases incorporating primers; c) produces a certificate (i.e. the original, not a photocopy) authorising them to possess a firearm of a relevant kind (i.e. a firearm other than a shotgun, an air weapon or a firearm chambered for rim-fire ammunition) or ammunition for such a firearm; d) is a duly authorised Crown servant; e) shows that they are entitled in law to possess a firearm or ammunition of a relevant kind without a certificate; f) produces a certificate (the original, not a photocopy) authorising another person to possess such a firearm, or such ammunition, together with that other persons authority to purchase primers on their behalf; or g) shows that they are authorised by regulations to purchase primers. To date no such regulations have been made. Section 35 also makes it an offence to buy, or attempt to buy, primers unless the purchaser meets the same criteria. If you hold an Explosives Certificate under COER issued before 1st June 2012 you should contact HSE for your RCA document. Either post or email HSE’s Explosives Inspectorate a copy (not the original) of both sides of your current Explosives Certificate. You should also contact HSE if your require an RCA document and the transfer of explosives is between EU states, or if your explosives are listed under COER Schedule 1. In England and Wales - All new COER certificates issued after 1st June 2012 should contain an RCA document. If you are applying for a new/replacement COER certificate. You should contact your local Police explosives liaison officer. Your new COER certificate will contain an RCA document without you needing to contact HSE. Underdog Posted July 22, 2014 Report Share Posted July 22, 2014 The law in this case is a total donkey! It has/is assuming there are or no one will ever make metalic cases for a shotgun. The common sense aproach of this law however is to stop access to primers by any one without any authority. Anyone with a shotgun licence also by default can reload ammunition whether it be paper,plastic or metal cases. A certificate can be produced. I doubt very much anyone would be expected to apply for an fac over a type of primer....that just is toooo anal! I would not loose any sleep over it at all. Stupid country! Paul223 Posted July 28, 2014 Report Share Posted July 28, 2014 If a .410 needs sleeving it's a wall hanger it will out weigh it's worth no one carries .410 tubes off the shelf you would need to have one made at a cost of approx £450 then fitting and proofing it's going to be £600 Might have to get the popcorn out with this one Deershooter I had a price on sleeving my side by side .410, it was a lot less than that! Paul223 Posted July 28, 2014 Report Share Posted July 28, 2014 The barrels are in bad shape but it was my first shotgun, I've been trying to bin it for years but can't bring myself to do it, so was thinking of a resleeve, although to be honest it would be easier to braze the lump on a new pair of tubes rather than cutting and machine the existing tubes to take sleeves!
