If you wish to shoot long range target, assuming with iron sights then you need to go for a 7.62 x 51NATO. Nearly every NRA administered shoots will be shot with ammunition supplied by the organiser. This will almost certainly be RG 155gr standard military issue.

Don't worry about it being your first centrefire or anything like that, you have a very valid reason for wnating to have one and 7.62 is the accepted calibre. You will probably have more trouble trying to get something else.

I've never heard of anyone having trouble getting fullbore for club shooting. You always have range officers present and it's a very safe environment for a new shooter. It's only when you want to go out on your own with no sand bunker backstop that the problems start. Safety is so much more dependant on the shooter in the field, at a club it's very hard to make a mistake. I'd say go for .223 or 7.62mm, depending on what kind of shooting he plans to do? As stated above, 7.62 seems to be the standard target round for most people. Ammo is easy and cheap to come by, and it has enough power for long range shooting.
