That will be for the PCC to hold the CC to account and for the PCC to explain to the Police and Crime Panel why that happened. We will hold every force to account. But it's early days yet.

So to that end I’m assuming licensing authorities on a nationwide basis have cited the lack of funds ( full cost recovery ) for their abysmally poor processing results? 
Bearing in mind of course that some can turn around that process in a matter of weeks without the increased funds.

Some police forces have been performing well and some have not. Those not performing well tend to be the ones complaining about lack of funds. But its more complicated that that. Looking ahead we certainly need to factor performance into the mix. And there are updates to come on how police forces will be held to account on that also.
