I know they are not on the general licence anymore but someone told me you could get a special licence from defra, is this true as I cannot find any info on it,he has tried non lethal methods (scaring ,netting etc)but they keep coming back. General Licences are now issued by Natural England NOT DEFRA (worrying that) but Starlings are now a protected species.
